I resolved this issue by editing GRUB_TIMEOUT and GRUB_TIMEOUT_STYLE in /etc/default/grub to 20 and menu respectively

When the BIOS/UEFI load bootloader into memory from MBR or GUID partition table ,the primary responsibility of bootloader is to load the Linux kernel into memory ,some common bootloader are LILO and GRUB .

when ever we turn on power of system ,BIOS /UEFI performed POST (Power On Self Test) to ensures that the system is functioning properly with their peripherals. if any issue is found out then it basically show error message on screen .
