The user sends the keystrokes to the terminal driver where the OS only accepts the characters and does not interpret them.

1. Keystrokes are sent from the local terminal to the TELNET client running on the user's machine.

2. The TELNET client translates these keystrokes into Network Virtual Terminal (NVT) characters.

3. The NVT characters are transmitted through the internet to the remote system's TCP/IP protocol stack.

4. The TELNET server on the remote system receives the NVT characters, converts them, and processes the user's input on the remote system.
